中文摘要: 稳定化预处理后送入生活垃圾填埋场填埋处置是长期以来我国垃圾焚烧飞灰的主要消纳路径。针对填埋年限跨度久、存量巨大的稳定化飞灰,其在复杂填埋环境影响下所赋存重金属的潜在环境风险是未来填埋场管理需面临的“突出难题”。基于“飞灰与原生垃圾非规范共填埋”背景,重点分析了pH、DOM、ORP、盐度、CO2氛围等外环境因素和稳定化药剂、粒径等对填埋飞灰中重金属溶出的影响,并探讨了不同影响因素的影响规律及各因素间的交互影响作用,评估了其潜在环境风险。指出填埋场渗滤液水质和内部环境因素的交互影响对填埋场存量飞灰中重金属的长期溶出行为及环境风险值得深入研究。因此,我国垃圾焚烧飞灰历史填埋处置中“豁免条款”的实施并没有改变飞灰自身的危险废物属性,未来应加强对填埋场大量存量稳定化飞灰危险属性和资源属性的协同关注。
Abstract:In China, the main pathway for the consumption of municipal solid waste (MSW) incineration fly ash has long been through stabilization pre-treatment followed by landfill disposal in MSW landfill sites. The potential environmental risk of heavy metals contained in stabilized fly ash, which has a long span of landfill years and a huge stock, under the influence of complex landfill environments, is a prominent challenge that future landfill management needs to face. Based on the background of "non-standard co-landfill of fly ash and raw MSW", this paper focuses on analyzing the effects of external environmental factors such as pH, DOM, ORP, salinity, CO2 atmosphere and stabilizing agents, particle size on the leaching of heavy metals in landfill fly ash. The impact patterns of different influencing factors and the interaction effects between each factor were discussed, and their potential environmental risks were evaluated. It can be pointed out that the interaction between the landfill leachate qualities and internal environmental factors on the long-term leaching behavior and environmental risks of heavy metals in the stock fly ash in landfill sites deserves further research. Therefore, the implementation of the "exemption clause" in the historical landfill disposal of MSW incineration fly ash in China has not changed the hazardous waste attributes of fly ash itself. In the future, it is necessary to strengthen the collaborative attention to the hazardous and resource attributes of a large amount of stabilized fly ash stored in landfills.
